Amtrak and Master Developer Penn Transformation Partners have executed a Pre-Development Agreement to modernize Penn Station New York, with work advancing through 2027. The project aims to create a modern, accessible facility serving 600,000 daily commuters. The station supports 21 tracks handling more than 1,000 daily train movements for Amtrak, New Jersey Transit, and MTA Long Island Rail Road. During the Pre-Development Agreement phase, Amtrak and PTP will finalize design and gather stakeholder input before establishing a firm construction price, currently estimated between $7 billion and $8 billion. PTP, a joint venture led by Halmar and Skanska, leads the Master Developer role under Special Advisor Andy Byford's guidance. Amtrak confirmed no fare increases will fund the project, which will rely on federal funding, private financing, and PTP equity. The Department of Transportation has committed $243 million to early stages and nearly $5 billion to Northeast Corridor improvements.
