Brazil's Investment Partners Programme has recommended allowing container shipping lines to participate in bidding for the Tecon10 greenfield terminal at Santos, reversing a prior regulatory stance. The ports regulator Antaq had previously barred shipping companies from the process, citing vertical integration and market concentration concerns. Existing terminal operators in Santos include APM Terminals, MSC, CMA CGM, and DP World. The IPP sent a technical note to the Ports Ministry arguing that the Federal Court of Accounts failed to provide sufficient competitive justification for exclusion. IPP officials contended that shipping line participation could generate productive, allocative, and social efficiencies in the market.
