California Enacts New Financial and Enforcement Requirements for Cold-Storage Warehouses Following Lineage Fire

California Governor Gavin Newsom signed two bills into law establishing new requirements for cold-storage warehouses. Assembly Bill 817, authored by Assembly member Mark González (D-Los Angeles), mandates that operators of large cold-storage facilities establish emergency contingency funds or insurance coverage as a condition of building permits. Cities and counties may require funds ranging from zero to $20 million to ensure resources are available for residents when cold-storage emergencies disrupt neighborhoods. Senate Bill 716, authored by State Senator Maria Elena Durazo (D-Los Angeles), grants local governments authority to impose penalties reaching $50,000 per violation for health and safety infractions at qualifying industrial buildings exceeding 20,000 square feet. Enhanced penalties apply immediately in Los Angeles County before statewide expansion on July 1, 2028. The legislation follows a June 17 fire at a 500,000-square-foot Lineage warehouse in Los Angeles. The fire burned for eight days, triggered a state emergency declaration, and prompted extended cleanup operations amid public-health concerns in surrounding neighborhoods. Industry groups warned the measures could increase costs throughout the food and pharmaceutical supply chains.
