California conducted 455,237 roadside commercial vehicle inspections in fiscal 2025, more than any other state. This represented nearly one of every six inspections performed nationwide. The California Highway Patrol spent $89 per inspection. The inspections were funded through the Motor Carrier Safety Assistance Program, a federal grant initiative that distributed $841 million nationally in fiscal 2025 alone. The state's robust inspection regime comes amid an escalating dispute between California and federal transportation authorities over enforcement standards and funding allocation. Analysis of federal grant obligations from 2021 through 2025, alongside 9 million roadside inspections and 24 million crash records, reveals that California operates the nation's most productive inspection operation, contradicting assertions made by federal enforcement critics.
