Lemm's advocacy stems from personal experience. Thieves stole two loads from an IMC Logistics facility in an incident that initially drew local law enforcement attention as an insurance matter. Federal investigators later contacted the company and identified the case as part of a larger criminal operation. Authorities recovered the stolen trailers and discovered cash concealed inside refrigerated units. The shipment appeared destined for out-of-state transport, possibly toward the southern border. Speaking at the Fraud Symposium in Cleveland, Lemm emphasized that cargo theft extends beyond isolated incidents and affects American consumers and supply chain integrity. She stressed the human element in combating organized theft, calling for industry-wide commitment to the issue.
