Tender rejections have climbed 2.5 times year-over-year as carriers grow increasingly selective about capacity allocation. The distinction between shipper of choice and partner of choice is now critical as carriers prepare for 2027 bidding. Shipper of choice status—built on efficient facilities, predictable tenders and fair payment—remains foundational but no longer sufficient. Partner of choice relationships require strategic investment: dedicated fleets, driver retention, surge capacity and pricing flexibility across market cycles. Five attributes define partnerships: transparency, commitment, network fit, mutual problem solving and shared value. Carriers allocate equipment and drivers through partner designation in planning meetings, not load-by-load dispatch decisions. Shippers with outbound freight in inbound-heavy markets hold structural leverage. The 2026 market is being shaped by capacity constraints rather than demand growth, with tender volumes up 8% year-over-year while rejections surge 150%.
