Most businesses receiving tariff refund payments are retaining the cash instead of deploying it back into operations, according to a Federal Reserve Bank of Atlanta survey released this week.

The findings suggest companies remain cautious about economic conditions despite the financial relief. Manufacturers, auto suppliers, retailers and transportation firms face pressure from elevated fuel costs and higher borrowing rates, which limit their appetite for expansion spending.

Fed officials acknowledge the challenging environment. Chicago Federal Reserve President Austan Goolsbee warned that achieving inflation targets may require difficult tradeoffs, as persistent supply shocks pressure the economy.

The reluctance to spend refund proceeds reflects broader business uncertainty. With interest rates elevated and operating costs climbing, many firms prioritize balance sheet strength over capital investment.
