Benchmark diesel prices declined for a second consecutive week as the market braces for regulatory changes. The DOE/EIA average retail weekly diesel price fell 18 cents per gallon, tracking weakness in ultra-low sulfur diesel futures on the CME. November ULSD contracts settled Monday at $4.5452 per gallon, down sharply from the previous week after short-covering ahead of October contract expiration. The latest decline reverses a six-week rally featuring five consecutive double-digit price increases. Downward pressure also came from an International Energy Agency decision to release 100 million barrels of diesel storage across Europe and the U.S. Late Monday, President Trump signed an executive order permitting red dye diesel—traditionally reserved for off-road agricultural use—in over-the-road trucking applications, potentially reshaping fuel market dynamics.
