Martin said he initially withheld the document because it "wasn't ready for primetime," fearing its release would distract from party operations. He later reversed course, acknowledging that decision created greater controversy. In a statement accompanying the release, Martin stated he could not endorse the report's contents or omissions. "I am not proud of this product; it does not meet my standards," he wrote, adding he could not "in good faith" attach the DNC's official approval. The agency released the full document with annotations highlighting perceived deficiencies.
