Enforcement Crackdown Affects 194,000 Non-Domiciled CDL Holders

A coordinated federal and state enforcement campaign has reshaped cross-border trucking regulations and commercial driver licensing standards, according to a progress report released by the Trucking Association Executives Council on July 23.

The initiative has yielded substantial results. Federal agencies expanded enforcement of English-language proficiency requirements and cabotage restrictions in border regions, resulting in approximately 3,200 visa revocations tied to cabotage enforcement.

Most significantly, the enforcement effort will render roughly 194,000 non-domiciled CDL holders—approximately 97% of current license holders—ineligible under new federal eligibility requirements. Several states have already begun revoking improperly issued licenses.

All 50 states have completed audits of their CDL programs and non-domiciled CDL issuance practices. TAEC represents trucking association executives across the country and said the reforms create a more level competitive environment for compliant carriers.
