E-commerce merchants face significant cost pressures, with processing fees expected to add 2-3 euros per shipment starting in November. Industry analysts warn that apparel orders with multiple items under different tariff codes could incur duties and fees exceeding 20 percent. A retailer processing 10,000 monthly parcels with varied classifications faces approximately $68,000 in monthly duty exposure. The flat-rate structure remains through July 1, 2028, when standard product-based duties take over. Officials cite concerns over tariff fairness and product safety amid surging parcel volumes.
