EU's €3 Parcel Duty Scrambles Air Cargo Routes Across Europe

The European Commission's €3 customs duty on low-value ecommerce imports, effective July 1, 2026, has disrupted air cargo networks as member states implement the measure inconsistently. The duty replaces the previous €150 de minimis exemption and aims to level competitive playing fields ahead of the 2028 EU Customs Data Hub launch. However, divergent national customs procedures are redirecting cargo flows unpredictably. Some EU countries require Chinese exporters to deposit €1 million upfront, while others charge upon flight arrival. This variance shifts traffic toward countries with looser requirements, notably Italy, diverting eastbound flights from Central European hubs. Airports in Belgium, Germany, and France face the steepest impact from these routing changes, creating operational challenges for carriers and shippers managing the region's parcel volumes.
