Federal authorities arrest 86 drivers in four-state enforcement sweep

A three-day commercial vehicle enforcement operation across Illinois, Indiana, Iowa and Ohio resulted in 86 truck driver arrests and 766 out-of-service orders, federal authorities announced. The July 28-30 mission by the Department of Homeland Security and Department of Transportation focused on identifying unqualified drivers, unsafe vehicles and fraudulent licensing practices at roadside inspections along major freight corridors. Inspectors detained 51 immigrants and 21 non-domiciled CDL holders. The operation also uncovered 36 English-language proficiency violations and recovered nearly $1 million in stolen cargo. The enforcement action marks the second phase of Operation Highway Shield, following a March operation in Florida that produced 176 out-of-service orders and 35 criminal arrests. Since 2025, federal agencies have placed more than 26,000 drivers out of service for English-language deficiencies, shut down approximately 8,000 allegedly fraudulent CDL schools and revoked more than 30,000 improperly issued commercial driver's licenses.
