Federal Court Halts Testimony Order in $166B Tariff Refund Dispute

A federal appeals court has temporarily blocked an order requiring Customs and Border Protection Commissioner Rodney Scott to testify about the Trump administration's handling of $166 billion in tariff refunds declared unlawful by the Supreme Court this year.

The Department of Justice has contested the lower court's authority to mandate refunds for all finally liquidated entries. The DOJ argues the Court of International Trade lacks jurisdiction over the matter.

The legal battle continues as companies seek recovery from tariffs imposed and later invalidated. John Deere recovered $272 million in refunds but still faces approximately $900 million in net tariff costs for the current fiscal year, according to company executives.

Meanwhile, the Trump administration's trade office signaled confidence in implementing new tariff frameworks while honoring existing bilateral agreements with major economies including the European Union and Japan.
