Congress is moving toward establishing the nation's first unified regulatory standard for driverless commercial vehicles. The BUILD America 250 Act, a bipartisan surface transportation reauthorization bill, includes provisions to create a federal policy framework governing autonomous truck deployment. The legislation would replace the current patchwork of state regulations with a single national standard.
The bill defines regulated vehicles as commercial motor vehicles equipped with Automated Driving Systems meeting automation Levels 3, 4, or 5. A key requirement mandates that a human operator must remain physically present inside the vehicle during operations.
Industry executives say the federal approach will enable safer development while providing clearer deployment pathways. The comprehensive five-year bill also invests in roads, bridges, transit systems, and motor carrier safety programs.
