The Federal Maritime Commission restored its five-member roster Monday with the swearing-in of Florida attorney Harvey, filling a vacancy that had persisted since December 2024. Harvey was nominated by President Donald Trump in September 2025 and confirmed by the Senate on May 18, with his appointment formalized May 28. His term extends through June 30, 2029.
Harvey previously led the Florida Opportunity Fund and served as executive director of the Florida Development Finance Corporation. He also held the position of general counsel at Enterprise Florida, the state's economic development agency. His background includes securities litigation experience.
Harvey is the third recent FMC appointee from Florida under Trump, following agency chair Laura DiBella and immediate past chair Louis Sola. The FMC now operates with Republicans holding a 3-2 majority. The Republican contingent includes DiBella, Harvey, and longtime member Rebecca Dye. Democrats on the panel include former chair Daniel Maffei and Max Vekich, a former officer with the International Longshore and Warehouse Union.
