The adjustment comes as supply chain participants brace for multiple cost pressures. Shippers are accelerating cargo movements ahead of the fee changes and anticipated tariff modifications expected in July. Asia-U.S. West Coast ocean rates held steady at $4,836 per forty-foot equivalent unit in recent trading, though market participants expect volatility as new trade policies take shape.

The Surface Transportation Board has also adopted revised rail cost adjustment factors for the second quarter, adding to the shifting cost landscape. Industry observers note that supply chain normalization remains months away as importers frontload shipments to manage rising operational expenses.
