FMCSA Advances Duty Clock Flexibility Pilots Ahead of 2027 Launch

The Federal Motor Carrier Safety Administration has completed preliminary testing for two initiatives designed to give truck drivers greater control over their work schedules. The Flexible Sleeper Berth and Split Duty Period pilot programs are slated for full deployment in 2027. These programs were launched in September 2025 as part of Transportation Secretary Sean Duffy's Pro Trucker Package. The pre-test evaluations assessed procedures, data collection methods, and driver participation requirements. The Split Duty Period program would allow drivers to pause the 14-hour driving window for up to three hours daily during non-driving periods. Qualifying periods include off-duty time, sleeper berth rest, or on-duty waiting at shipper facilities. Each pilot will enroll 256 drivers through four-month studies, with participants receiving up to $1,600 upon completion. The initiatives aim to assess whether scheduling flexibility maintains or improves safety. The programs could help drivers manage traffic delays, severe weather, and customer detention time. FMCSA plans to monitor shippers during the pilot to ensure the flexibility does not result in increased exploitation of drivers.
