The Federal Motor Carrier Safety Administration finalized a rule eliminating the requirement that drivers keep printed electronic logging device manuals in their trucks. The agency cited minimal safety benefit and regulatory burden reduction. A 60-day public comment period opened May 30, 2025, and drew support from 18 of 24 commenters, including the American Trucking Associations and Owner-Operator Independent Drivers Association. Industry groups noted that modern ELDs contain built-in electronic versions of user manuals, making physical copies redundant. The mandate's removal prevents potential violations during roadside inspections while easing compliance costs for motor carriers. FMCSA also eliminated a separate rule requiring commercial drivers to report safety violations to their home state. The agency stated the decision maintains safety standards while reducing unnecessary regulatory burden on carriers.
