FMCSA Eliminates Three Redundant Compliance Requirements Effective July 22

The Federal Motor Carrier Safety Administration finalized three rules June 22 that strip away paperwork requirements deemed unnecessary for safety. The rules take effect July 22.

The agency eliminated the mandate for CDL holders to self-report out-of-state convictions to their home state, citing an electronic data-sharing system between states that launched in 2024. FMCSA also dropped the requirement to maintain printed copies of electronic logging device manuals in vehicles, noting the documents are already stored on devices and the agency's registered-device list.

A third rule allows carriers to submit completed roadside inspection reports to issuing states only when those states request them. These changes represent the latest in a series of deregulatory actions the Trump Administration initiated. FMCSA has finalized 15 of 52 proposed deregulatory measures announced May 29, 2025.
