A federal jury has convicted Joseph Lavar Davis, 47, a former Army civilian contractor, of stealing more than 200 pallets of Meals-Ready-to-Eat from Fort Bliss in El Paso, Texas. Prosecutors valued the stolen meals at approximately $1 million. Davis and three co-defendants were indicted on conspiracy and theft of government property charges. Authorities recovered roughly 100 pallets during a warehouse search in August. Court documents show Davis exploited his food service supply position to create false meal requests. He coordinated truck rentals for transport, arranged pickups from the installation and negotiated sales with buyers, including one individual who sold the meals online. Investigators documented falsified paperwork and tracked financial transactions linking all four defendants. The conspiracy involved coordinated deliveries and communications among the group, with one company purchasing meals from the conspirators.
