The Federal Railroad Administration finalized 11 deregulatory rules and removed more than 1,000 words from the Federal Register. The actions, the first batch from a broader deregulatory package published July 1, 2025, target redundant and decades-old requirements while codifying longstanding FRA Safety Board waivers. The FRA stated the rules will help rail operators unleash innovation, modernize practices, and bolster safety for workers and passengers. Changes include eliminating stenciling requirements for tourist and historic freight cars, allowing electronic recordkeeping for injury and illness reporting, and updating enforcement procedures to permit electronic service. The FRA also codified waivers granting relief from certain locomotive engineer and conductor certification requirements for railroads participating in the Confidential Close Call Reporting System. Additionally, revised train horn regulations now permit highway speeds up to 45 mph when curbs meet non-traversable standards, reducing operational inefficiencies without compromising safety.
