The Gateway Development Commission appointed John W. Bartlett as General Counsel on June 1. Bartlett will oversee legal operations for the Hudson Tunnel Project, including procurement, contracting, and commercial negotiations. Bartlett brings decades of experience as a partner at Murphy Orlando LLC since 2012, advising major public agencies on governance and infrastructure matters. He has served as a Passaic County Commissioner since 2013, managing an annual budget exceeding $450 million for more than 525,000 residents, and will vacate that position before joining GDC. He previously served for a decade on the Executive Committee of the North Jersey Transportation Planning Authority, including two years as Board Chairman. The commission simultaneously elevated John W. Anderson to Chief Ethics and Compliance Officer and Board Secretary. Anderson, who joined GDC as Deputy General Counsel in January 2024 and served as Acting General Counsel since August 2024, will oversee board governance and the agency's ethics and compliance functions.
