Hong Kong is implementing a comprehensive strategy to restore its position as a global shipping hub amid intensifying competition from mainland Chinese ports. Transport and Logistics Secretary Chan Mei-po outlined the initiative to lawmakers, emphasizing cooperation with Greater Bay Area ports including Macau and Guangdong facilities. The territory leverages its free port status and expedited customs procedures to maintain competitive advantages. Container vessels averaged just 1.03 days in Hong Kong Port during 2025, significantly below the 1.99-day average for the world's top 20 ports. Officials are expanding integrated rail-sea-land-river transport networks to enable cargo movement from inland cities like Chongqing and Chengdu. The Kwai-Yantian Link barge service can complete the journey to Hong Kong within three days. This enhanced connectivity positions Hong Kong as a critical transhipment hub for overseas-bound exports.
