Hong Kong Pursues Multi-Pronged Strategy to Reclaim Port Leadership

Hong Kong is implementing a coordinated strategy to reinforce its position as a global shipping hub amid intensifying competition from mainland Chinese ports. Transport and Logistics Secretary Chan Mei-po outlined the approach to lawmakers, emphasizing cooperation with Greater Bay Area facilities in Macau and Guangdong, particularly Yantian. The city's port advantages include free port status, expedited customs processing and operational efficiency. Containerships averaged just 1.03 days in Hong Kong Port during 2025, significantly faster than the 1.99-day benchmark for the world's top 20 container ports. Officials are expanding integrated rail-sea-land-river transport networks to connect inland cities including Chongqing and Chengdu. Goods can transit from these provinces through Yantian or Guangxi via rail-sea intermodal service, then transfer to Hong Kong via the Kwai-Yantian barge service within three days for export. Hong Kong's Kwai Tsing Container Terminal and Yantian complement each other by serving different shipping routes.
