The House of Representatives passed the Combating Organized Retail Crime Act on May 12, backing legislation designed to disrupt criminal networks targeting supply chains. The measure cleared with overwhelming bipartisan support, earning 348 votes in favor and 60 opposed, with 206 total House cosponsors.
Railroads reported more than 75,000 theft incidents valued at over $200 million in losses during 2025, representing a 50 percent year-over-year increase. The Association of American Railroads said only about one in ten theft attempts result in arrests, despite significant industry security investments.
The legislation strengthens federal law enforcement capabilities and establishes a national coordination center within Homeland Security Investigations. The measure aims to address enforcement gaps across jurisdictions exploited by transnational criminal networks. Cargo theft increases costs throughout supply chains while endangering transportation workers.
