The U.S. House of Representatives passed the Combating Organized Retail Crime Act, bipartisan legislation aimed at disrupting criminal networks targeting America's supply chains. The Association of American Railroads said the measure represents a significant step forward for businesses, workers, and consumers dependent on efficient freight movement. Railroads reported more than 75,000 theft incidents valued at over $200 million in losses during 2025, representing a 50% year-over-year increase. These thefts are often coordinated by transnational networks that exploit enforcement gaps across jurisdictions. They drive up costs throughout the supply chain while endangering transportation workers. Despite substantial industry security investments, only about one in ten theft attempts result in arrests. CORCA establishes a national coordination center within Homeland Security Investigations to facilitate collaboration among federal, state, and local law enforcement agencies.
