Idaho has ended its non-domiciled commercial driver's license program under House Bill 667, effective Wednesday. All future CDL and commercial learner's permit applicants must now establish Idaho residency before applying. The closure eliminates a pathway that previously allowed out-of-state and foreign-domiciled drivers to obtain credentials in the state. Idaho issued 778 non-domiciled CDLs in 2024, up from 482 in 2023 and 328 in 2022. Through May 2025, the state had already processed 609 non-domiciled credentials. The action follows federal regulatory changes limiting non-domiciled CDL eligibility to holders of H-2A, H-2B and E-2 visas. Idaho joins a growing number of states restricting commercial licensing programs in response to heightened federal oversight of non-domiciled CDL issuance.
