Container bookings to U.S. ports are holding near annual peaks as shippers navigate an uncertain trade policy landscape. The Inbound Ocean TEUs Volume Index has remained elevated for roughly a month, reflecting seasonal strength and possible tariff-driven front-loading, though demand appears resilient independent of policy concerns.

Tariff uncertainty continues to dominate carrier planning. A February 2026 Supreme Court ruling invalidated reciprocal tariffs imposed in April 2025, triggering $20 billion in refunds. A subsequent 10% across-the-board surcharge authorized under Section 122 expires July 24 unless extended, creating a critical decision point for the industry.

The administration is pursuing expanded tariffs under Sections 301 and 232, with a forced-labor investigation covering 60 economies and proposing duties up to 12.5%. Clarity on final policy likely won't emerge until late July, when the Section 122 surcharge deadline approaches. This timeline will influence shipper import strategies through Q3.
