Kenya Implements Stricter Cargo Declaration Requirements for Container Imports

Kenya joined a growing list of nations tightening manifest regulations to combat trade violations and goods misdeclaration. Beginning August 1, the East African country mandated a new advance cargo declaration platform for containerized imports. Shippers must now obtain an ACD reference code before loading and include it on bills of lading. CMA CGM cautioned clients that missing or incorrect ACD documentation at discharge ports risks customs delays, additional inspections, cargo holds, and potential financial penalties. Maersk emphasized that compliance responsibility extends across the entire supply chain, including shippers, carriers, and freight intermediaries. The regulation represents part of a broader customs modernization effort in Kenya, incorporating the Integrated Customs Management System and Regional Electronic Cargo Tracking System. Air cargo carriers including DHL have underscored the importance of adhering to the new regulatory framework.
