APM Terminals, MSC Submit Plan to Qualify for Santos Terminal Bid

APM Terminals and MSC-owned terminal operator TiL have proposed a structure to Brazil's competition regulator that would allow both companies to bid for the Tecon 10 container terminal at Santos port. Current regulations bar existing terminal operators in the port from the first round of bidding due to antitrust concerns. APMT and TiL each hold 50% stakes in Santos Brasil Terminal Portuario. Under their proposal, both would participate in the tender. Should either win, the other would purchase the winning bidder's 50% stake in BTP. The plan aims to resolve disputes over whether shipping groups controlling existing Santos terminals should compete for new capacity. Brazil's National Waterway Transportation Agency previously upheld the bidding restrictions, though the presidential chief of staff's office has advocated for removing barriers.
