U.S. importers face stricter enforcement of Mexico's electronic customs value declaration requirements beginning June 1, shifting compliance liability directly to shippers from customs brokers. Desteia, a New York-based supply chain technology firm founded in 2023, has launched a platform designed to automate the filing process for Mexico's mandatory Manifestación de Valor Electrónica submissions. The system extracts shipment data from logistics documents and emails, organizing information for submission to customs authorities. Filing errors now trigger fines and delays under the tightened rules. Desteia estimates 37% of current declarations contain mistakes. Founded by former Tesla executive Francois Lavertu and Stanford engineers, the company aims to address widespread importer confusion after Mexico delayed enforcement multiple times. Brokers cannot assume responsibility due to liability constraints, leaving shippers to manage compliance independently.
