New trucking capacity is not entering the freight market as of October 2026, breaking a historical pattern where elevated tender rejections sparked fleet expansion within quarters. Tractors in new for-hire fleets fell to 19,520 in August, down 14% from first-half averages, while the Truckload Rejection Index held near 14%—triple its 2023-2025 range. Total for-hire tractors dropped roughly 51,000 in August alone. Operating authority counts rose above 2,000 weekly in August and September 2026, but most reflects regulatory system updates rather than genuine market entry. Estimated new grants ran 17% below first-quarter levels. Insurance cost increases and a shrinking pool of compliant drivers are preventing new capacity deployment. The contrast is stark: over three years ending October, truckload volume rose 9% while rejections climbed 268%. Carriers are rejecting nearly four times as many loads on similar volume, indicating supply constraints rather than demand surges are driving 2026 rate gains.
