Trade specialists warn the headline rates mask far greater complexity. Importers must navigate interactions between the new duties and an existing patchwork of tariffs including China-specific Section 301 levies, Section 232 measures on steel and aluminum, anti-dumping duties, Section 338 actions, and country-specific most-favored-nation rates. Products already subject to certain tariff categories face additional layering complications. Customs experts emphasize understanding these interactions represents the primary challenge, rather than the stated duty percentages themselves.
