New York City's proposed Delivery Protection Act has stalled since April hearings, with no Council action logged through the summer months. The legislation would require delivery companies operating in the city to obtain licenses and prohibit subcontracting of last-mile services. This would force Amazon and similar operators to directly employ workers currently classified as independent contractors. A key provision mandates that workers displaced by this employment shift be hired by facility operators. License revocation would result from labor standard violations. The bill currently has 32 co-sponsors in the 52-member Council, down from 41 sponsors on a predecessor version that expired at year-end 2025. Industry observers anticipate resumption of debate in the fall following summer budget deliberations.
