An Orlando trucking and freight brokerage operator has pleaded guilty to defrauding the U.S. Postal Service of more than $1 million. Khayyam Arif Oglu Farajov, 40, operated Talishco LLC and participated in USPS Freight Auction, a competitive spot-market bidding program launched in October 2021 to secure nationwide bulk-mail transportation capacity. Between June 2022 and January 2023, Farajov won hundreds of contracts while systematically failing to dispatch trucks for assigned routes. When USPS employees contacted him about missing pickups, he provided false excuses before falsely marking shipments as delivered in the system, triggering unauthorized payments. He then transferred the fraudulent proceeds through shell company accounts. A 2024 federal audit revealed systemic vulnerabilities in USPS delivery verification procedures, identifying nearly 70,000 paid trips totaling approximately $197.9 million lacking reliable proof-of-delivery documentation.
