Penn Transformation Partners Named Master Developer for Penn Station Overhaul

The U.S. Department of Transportation and Amtrak selected Penn Transformation Partners, led by Halmar and Skanska, to oversee Penn Station New York's comprehensive renovation. The private developer team defeated Penn Forward Now and Grand Penn Partners in a competitive procurement process. Construction is scheduled to begin by the end of 2027. The AECOM-led joint venture with LiRo-Hill will provide project management services alongside the developer and Amtrak. The transformation includes a new grand entrance on Eighth Avenue, a modernized train hall, expanded retail and concourse spaces, and improved wayfinding. The project will increase track capacity and enable limited through-running on the regional rail network. Penn Station processed more than 12 million passengers in fiscal 2024, representing 18% of Amtrak ridership and 45% of Northeast Corridor traffic across 21 tracks serving Amtrak, New Jersey Transit, and MTA Long Island Rail Road.
