Penn Transformation Partners Selected to Lead Penn Station Overhaul

The U.S. Department of Transportation and Amtrak have chosen Penn Transformation Partners, led by Halmar and Skanska, as the private Master Developer for the Penn Station New York renovation. Construction is expected to begin by late 2027. The selection followed competitive bidding that included Penn Forward Now and Grand Penn Partners. The AECOM-led joint venture with LiRo-Hill will provide project management oversight. The modernization effort includes a new Eighth Avenue grand entrance and train hall, expanded concourses replacing cramped existing passages, increased track capacity with limited through-running on regional rails, and structural improvements to the subterranean structure. In fiscal 2024, the station handled 12 million passengers, representing 18% of Amtrak's total ridership and 45% of Northeast Corridor traffic. The facility accommodates over 1,000 daily train movements across 21 tracks serving Amtrak, New Jersey Transit, and the Long Island Rail Road.
