Port of LA Approves $3.4B Budget as Trade Uncertainty Clouds Outlook

The Los Angeles Harbor Commission has greenlit a $3.4 billion budget for fiscal year 2026/27, representing a 25% increase from the prior year. The port expects container volumes of 9.3 million units, down 7% from current forecasts, citing persistent global trade volatility and policy uncertainty. Operating revenues are projected at $826 million, up 26% year-over-year, with shipping services accounting for 65% of incoming funds. Capital improvements will reach $302 million—the highest in over a decade—targeting container terminal modernization and port access enhancements. Signature projects include the $154 million Avalon Pedestrian Bridge and Promenade Gateway, which began construction in March, and a $74 million rail expansion at Berths 302-3. Clean Truck Fund subsidies are expected to increase substantially.
