Rail Industry Celebrates House Passage of Supply Chain Crime Bill

The Association of American Railroads applauded House passage Tuesday of the Combating Organized Retail Crime Act, legislation designed to combat organized cargo theft. The bill passed 348-60, drawing support from 206 co-sponsors. Railroad executives warn that theft from major carriers reached 75,000 incidents in 2025, generating losses exceeding $200 million—a jump of more than 50% year-over-year. The AAR's president noted that cargo theft costs ripple through the entire supply chain, affecting trucking companies, retailers and ultimately consumers while endangering workers. Only about one in 10 theft attempts result in arrests. The legislation strengthens federal enforcement tools, establishes a national coordination center within Homeland Security Investigations, and funds training for frontline agencies. The rail group and industry coalition now urge Senate passage.
