A sweeping rail safety measure won approval from the House Transportation and Infrastructure Committee on Thursday as part of the Build America 250 Act. Freight carriers are criticizing the measure, warning of billions in implementation costs.

The Railway Safety Act requires two-person crews, enhanced inspections, improved wayside defect detection, and stricter operating standards. The Association of American Railroads argued the provisions lack data-driven justification and will inflate costs across the supply chain without proven safety benefits.

Industry leaders contend 2025 marked the safest year in freight rail history, with record-low derailments and equipment failures achieved through private investment and technological advancement rather than federal mandates.

Railroad executives called the measure economically misguided, claiming it will harm customers including manufacturers, energy producers, and farmers while burdening consumers with higher prices.
