Shipping industry warned to prepare for July UK emissions trading launch

Maritime operators must begin preparations now for the UK Emissions Trading Scheme taking effect July 1, industry specialists cautioned. Companies pursuing basic compliance strategies face escalating expenses.

The new regime will govern domestic UK voyages, port-side emissions, and in-port movements for vessels exceeding 5,000 gross tons. International sailings to and from the UK remain excluded, pending a government review in 2028.

While UK ETS design mirrors the EU scheme to minimize complexity, the framework presents significant compliance and cost challenges for shipowners, operators, and charterers. Even vessels with minimal UK exposure will encounter substantial administrative requirements. All emissions during berths in UK ports trigger monitoring, reporting, and verification obligations and registry account registration.

Operators making sporadic UK port calls cannot avoid these requirements, specialists warned. Single-port calls on international voyages still necessitate full compliance infrastructure.
