The Surface Transportation Board paused its review of the Union Pacific and Norfolk Southern merger application, accepting the resubmitted filing but demanding substantial additional documentation by July 27. The Board found the revised application barely meets completeness standards, lacking sufficient detail on competitive impacts, public benefits, market share effects and downstream consequences.
