Texas AG Expands Crackdown on CDL Schools, Targets CVS Supply Chain Practices

Texas Attorney General Ken Paxton has launched enforcement actions against commercial driver training schools and corporate procurement practices. The state sent a warning letter to CVS Health regarding its supplier diversity program, which reserves contracts for minority-owned, women-owned and LGBTQ-owned businesses. Paxton's office contends the practices may violate civil rights laws and expose CVS to liability under the Texas Health Care Program Fraud Prevention Act due to its Medicaid pharmacy status. CVS operates more than 22 distribution centers and 2,500 delivery vehicles supporting 9,000 retail locations. The company has 14 days to demonstrate compliance with anti-discrimination statutes. Separately, Texas opened an investigation into five trucking schools—EP Texas Trucking School, Trucker Certified LLC, Fast Track CDL LLC, CDLCALL.COM LLC, and Lindenwood Education System—over allegations that commercial drivers may be obtaining licenses without meeting federal English-language proficiency requirements.
