Ukraine's finance minister expressed doubt Monday about Washington's resolve on Russian crude sanctions. The US allowed its waiver for purchases of Russian oil to expire. "Well, I don't know what can we expect from the United States — it's just seeing the situation," Finance Minister Serhiy Marchenko told reporters. The expiration of the waiver removes a key exception that had permitted limited Russian oil transactions. A spike in crude prices globally has benefited Russian revenues. This complicates efforts to constrain Moscow's financial resources.
