Werner Enterprises, a pure-play truckload carrier, reported strong second-quarter 2026 results Tuesday. CEO Derek Leathers characterized the ongoing driver supply crunch as still in the "third inning" of a structural capacity attrition cycle. Regulatory enforcement around non-domiciled commercial driver's licenses, English language proficiency, and cabotage rules remains a key market dynamic. The disappearance of electronic logging device approvals compounds the tightening further, with roughly one-third of ELD options either eliminated or pending withdrawal. Leathers noted that enforcement efforts by federal agencies continue accelerating. Werner's stock gained approximately 54 percent year-to-date before a recent pullback. The carrier joins a limited group of pure truckload operators reporting earnings, as most competitors operate diversified freight segments.
