Tender rejections remain stable at approximately 14%, indicating healthy carrier leverage. Tight capacity persists due to regulatory pressures, including crackdowns on non-domiciled commercial driver's licenses and closures of inadequately staffed driving schools. Weak demand in automotive and housing sectors continues to cap overall freight growth, despite improved carrier negotiating power heading into peak season.
