North American rail traffic rebounded in Week 37, with carload and intermodal volumes posting year-over-year gains. The positive momentum was overshadowed Friday when the Surface Transportation Board rejected a dismissal request for the Union Pacific-Norfolk Southern merger application. BNSF, CSX, and shipper coalitions had opposed the decision.
Board member Richard Kloster issued a pointed concurring opinion characterizing the merger filing as shallow and lacking meaningful concessions. Though voting to advance the review under the STB's 2001 merger framework, Kloster cautioned the application falls short in addressing competitive concerns.
Kloster's skepticism carries particular weight as a Trump administration appointee, undermining speculation that political pressure might expedite approval. Meanwhile, shipper groups intensified opposition efforts with a recent White House meeting, signaling continued resistance to the proposed combination.
