The legislation would mandate English-proficiency testing for commercial driver's license applicants and renewals while strengthening employment authorization verification requirements. The proposal imposes penalties up to $100,000 per vehicle daily on foreign carriers engaged in illegal domestic freight hauling. Named after an 8-year-old killed in a 2023 Texas highway accident involving a commercial vehicle, the measure targets illegal cabotage operations and addresses eligibility concerns at state CDL issuance offices. The bill expands enforcement beyond recent Federal Motor Carrier Safety Administration actions against non-domiciled licenses. It includes a pilot program deploying GPS tracking and electronic logging device data at major border ports of entry to identify foreign-domiciled carriers suspected of violating domestic hauling regulations. The legislation also requires motor carriers to verify driver eligibility or face increased penalties.
