President Donald Trump's tariff strategy and foreign direct investment initiatives have underperformed expectations, according to economic analysis. Manufacturing expanded for its tenth consecutive month, yet purchasing managers grew increasingly negative about trade tensions and pricing pressures. Reshoring and foreign direct investment combined to generate 247,000 manufacturing jobs in 2025, matching the prior year's pace rather than accelerating growth. The Reshoring Initiative projects a 25 percent increase in reshoring-related employment for 2026, suggesting modest optimism ahead. Trade uncertainty continues to weigh on hiring momentum across the sector. Economic observers note the administration's protectionist measures have not achieved the intended boost to domestic production or employment levels initially anticipated.
